Bill H. Stovall, III
Bill H. Stovall, III brings decades of experience in Arkansas public service, legislative leadership,
higher education policy, and government relations. His public service began in local government and later
included service in the Arkansas House of Representatives, where he became Speaker of the House and chaired
Joint Performance Review.
After his legislative service, he served in senior operational leadership for the Arkansas House and later
as Executive Director of Arkansas Community Colleges. He is widely known for deep knowledge of legislative
process, state budgeting, and the practical realities of Arkansas government.
