Bill H. Stovall, III

Bill H. Stovall, III brings decades of experience in Arkansas public service, legislative leadership, higher education policy, and government relations. His public service began in local government and later included service in the Arkansas House of Representatives, where he became Speaker of the House and chaired Joint Performance Review.

After his legislative service, he served in senior operational leadership for the Arkansas House and later as Executive Director of Arkansas Community Colleges. He is widely known for deep knowledge of legislative process, state budgeting, and the practical realities of Arkansas government.

Kelley Linck

Kelley Linck brings leadership experience across both the legislative and executive branches of Arkansas government. He served as a three-term State Representative and chaired the House Public Health, Welfare, and Labor Committee, while also holding leadership responsibilities connected to rules and regulations.

He later served in a senior leadership role connected to legislative and intergovernmental affairs at the Arkansas Department of Human Services and has since advised organizations on legislative strategy, regulatory engagement, and stakeholder communication. He brings clients a practical understanding of how policy is developed, negotiated, and implemented in Arkansas.
